Rate Scaling test pass on Fedora Core 1, 2.6.7 kernel on Compaq X1000

RATE7  PASS (In RATE2-RATE7, using ping when changing the distance can
             quicken the driver's response. Otherwise, it often take 
             a few seconds to a few minutes for the driver to change 
             bit rate.)
RATE8  FAIL (We used two laptops to mutually transfer 9 big files 
             at the same time, but the bit rate always remained 11M, 
             even when the file-transfer process is stalled due to 
             the heavy traffic. However, what makes us happy is that 
             when we kill several file-transfer process, the left 
             ones can resume their transfer and accelerate the 
             transfer speed immediately. We also used a lot of flood
             pings between two laptops, but the bit rate still remained
             11M.)
